Local education in normal universities is the vehicle and implementation of normal. For many years, our local normal universities based education training for teachers, for a lot of education undertakings throughout the country has made great contribution to the reform and development, they have become our overall education reform and development indivisible part. Along with our country planned economy to the market economy system transformation, the local teachers colleges in China is also mainly consists of a single, training teachers to with targts, plans to the nationalization of comprehensive colleges or transitional period. In this period of normal universities in China is faced with a rare opportunities of development: One is a teacher by quantity contradictory contradictions gradually transferred to quality contradiction for primary and secondary school teachers, must notice to improving their comprehensive qualities; 2 it is higher education popularity since the implementation of normal colleges and universities, and make students and graduates, this number has increased dramatically improve teachers' education requirement for drastically provides rich human resources foundation etc. But local normal universities are facing huge challenges: one is the development of the market economy gradually in normal universities, deeply into formed under the planning economic system on the relative closed teacher training system, talent cultivation patterns produced great impact; Basic education reform second is all-round, make to meet demand for the main teacher number where talents training goal of normal colleges and universities cannot undertake training high quality talents development requirements; Higher education popularization with three is the deepening and the reform of the system of teacher certification, more high level, highly educated and high quality talents to join to compete with local normal universities graduates team, the employment pressure unprecedented increase; Four is the rapid economic development of local to a local normal universities put forward higher request, but because the functions of normal colleges and universities can't make place unitary fully satisfy the development of local economy needs. Facing opportunities and challenges, local normal universities can seize opportunities, determine the direction of reform and development, formed our own characteristics and advantages, the future development make reasonable strategic choice, will directly related to the survival and development of normal universities.For guangxi is concerned, because of its special geographical location, coupled with the political, economic, cultural and education development, makes the particularity of guangxi local normal universities development speed, level, structure and mode has its own development characteristics. In this case, as in guangxi normal universities must understand the development of their own internal and external conditions, and the advantages and defects summarized its of the challenges and opportunities and adapt to the area to be effective development present situation.This article through the relevant theories seek support research on the theory system, "transition" and "development strategy" and other related concepts to do a detailed analysis and explanation. But at the same time, through local normal universities in guangxi in the present situation and problems in the process of transformation was analyzed, and found the crux of the problem arises. While using the correlation analysis method of guangxi normal universities to internal and external environment and development of core competitiveness for strategic analysis, in order to find a suitable guangxi local normal universities, and puts forward the strategic positioning of the development of the regional personnel needs to change the comprehensive teaching mode, based education reform to ascension teachers education core competitive ability, the teacher education characteristic and walk the road, strengthening characteristic of guangxi local normal universities professional construction strategic countermeasures.
