First stage of "basketball Cultural Forum" and the promulgation of "Outline of Chinese basketball culture" achieved huge implementation of the construction and development of basketball culture. Its importance is mainly manifested in two aspects: on the one hand, second basketball culture is the foundation of basketball talent in basketball training and basketball culture; On the other hand, secondary school basketball culture is to promote the harmonious development of culture on campus, and important factors of culture on campus. The National Basketball Cities are assessed and Zhu-je only gains a place in Zhejiang province. For Wenzhou City, second school basketball culture must be built and developed on a good way in order to strive for the National Basketball city.In this study, though the research methods of documents, interviews Of experts, observation, investigation, logical analysis and mathematical statistics, interviewing the teachers and students in six middle schools of Wenzhou for the survey of secondary school basketball culture status. The paper draws main conclusion based on induction of investigation result, as follows:1 Middle school students' basketball values are not profound and comprehensive. Middle-school PE teachers' basketball values are correct and complete. With the deep change of basketball value,middle school students present decreasing basketball values. Students' decreasing amplitude is more than teachers. 2 Middle school students' basketball cognition manner: 61.6 percent of the students think that basketball is a form of sports items. 6.8 percent of the students know basketball is a kind of culture. Emotional attitude: loving basketball degree of students is very high3 Middle school students' basketball motivation level overall is quite low, and has obvious gender difference.4 Middle school students' basketball tournament attention and basketball satisfaction is low; Students' basketball knowledge is not rich, the school basketball goal is difficult to implement.5 Middle school students in basketball mainly show fighting spirit, competitive spirit and innovative spirit, the performance level is uneven.6 Middle school basketball tradition and custom have to be shown but haven't fully formed; the referee team hasn't been immobilized, the level of referee is ordinary.7 Each school has had material basis, material foundation is relatively weak, all kind of basketball facilities relative lack and aging. It is difficult to play the effective role of material carrier.On above status, the main developing problems in basketball culture on campus are found out, and some corresponding countermeasures are put forward, as follows:1 Interschool basketball culture exchanging should reinforce, it must be guided for students to form the correct basketball values.2 Strengthening the leadership, correcting basketball work. Correct cognition manner of teachers and student.3 Enrich the students' basketball knowledge on people-oriented basis.4 Enhance their enthusiasm in basketball's participation in order to improve the students' basketball motive for the core.5 Perfect the school basketball management system.6 The service quality and ideas of basketball of PE teachers should be improved.7 Pay attentions to the basketball court, the construction facilities and management.8 Promote cultural elements in basketball culture between middle schools for science development.9 Highlight prominent feature based on local culture of Wenzhou. Basketball culture and Wenzhou cultural should be fused.
