Control Of Cooperation: The Research Of Governmental Action In Community Governance

It can be seen from the history of China's urban grass-roots that society was completely under the control of the government in unit system time. With the disintegration of unit system and the promoting of the community building, community has become an innovative and dynamic area, and civil society organizations (CSOs) began to break the shackles of administrative management system. However, the Communist Party of China and the government gradually extended and expanded in the community, so civil society organizations that should be relatively independent are attached to or affiliated with national systems in the power and resources. Thus, CSOs are growing passively in participation. At the same time, lots of social contradictions come out, so cooperation will be shifted from the control of local governance in the city as a viable path. Therefore, the restructuring of community governance and the revolution of social management system could be a good opportunity of straightening out the relationship between government and society in the new era.The model of community governance classification is generated from two dimensions:one is the relationship among community governance bodies, the other is the function discrimination of the community governance bodies. Therefore, the current Chinese urban community could be mainly classified under four types: participatory type, security type, administration type and capital type. The case study shows that this model has a certain explanatory power. The cooperation between state and society suggests their own subjectivity, and it also means that there is a boundary between government and society. Due to the governance bodies'diversification and complexity, community is a great study field of straightening out the relationship between government and society. From the respect of community governance structure, the boundary of government in community is "zero-organization" under normal circumstances and temporary organizations under abnormal conditions. From the respect of public services, the government should be limited to carry out its own "vocation" and build a good public service system. From the respect of community extensity, the government should break the way of grouping by administrative region, and establish the concept of a larger community.
