The Research On The Internal Governance Structure Of The University Of California,Berkeley

The decision-making of the University has always been mastered by the political power and the administrative power for a long time, but the academic authority did not play the important role. As the government gradually decentralizes the political authority, and enlarges university autonomy, encourages universities to develop characteristic, which requires constructing a new university governance structure to solve the power relations and balancing problems in the development of the university. The study through the analysis on the decision-making governance of the board of regents of UC Berkeley, stakeholders coordinates management for balance and constraint academic authorities and administrative powers, in order to optimize the internal university governance structure in our country to provide the realistic basis.There are six chapters in this study. Introduction part presents the background and the significance of the research, the research status and the ideas and methods of the research.The second chapter is a simple analysis on the historical evolution of the internal university governance structure in American. It is systematically analysed that the development and changes of the internal university governance structures in American from the earliest "legal person-board of directors system" stage,the popular of the principal accountability system, the Advancement of the academic senate to the current shared governance stage.The third chapter makes a deep analysis of the internal governance structure of UC Berkeley, analysed the status, authorities and mutual relationship of the Board of Regents of UC, Berkeley Academic Senate, Chancellor and its administrative agencies in internal university governance structure.The fourth chapter analysed the operation mechanism of the internal university governance structure in Berkeley. Mainly introduced through five aspects:the decision-making mechanism, coordination mechanism, the supervision mechanism, incentive mechanism as well as complaint mechanism.The fifth chapter is through the previous studies reflect the development characteristics of the internal university governance structure in Berkeley. Mainly from take the academic power seriously, the effectively promotion of the student power and the external factors on the influence of the university internal governance structure to summarize its development characteristics.Finally proposed the references of constructing internal university governance structure in our country.There are some advices in five aspects for construction of university internal governance structures using for reference. Such as, clear limitation of the Party committees and president's authority, transformation of government functions expanding university school-running autonomy, improve the academic power and adopt democratic decision-making, strengthening supervision system construction, guarantee the quality and enhancing student power in university decision-making.
