The bilingual teaching practice, a reform of the teaching of higher education, which started in 2001, is not only an initiative to promote the internationalization of higher education, but also a product of the internationalization of higher education. Yet,its management has not been standardized, international teaching management model compatible with it has not yet formed. The management mode is either the same as the one of which the mother tongue is as the sole medium of teaching, or only in the form of teaching and research project management interim response. This management mode can not meet the international standards and has restricted the development of bilingual teaching, hindered the process of internationalization of higher education. Therefore, we must strive to promote the internationalization of the teaching management of bilingual teaching, to create a new line with international standards of teaching management.This thesis mainly starts from the internationalization of higher education, the background of bilingual teaching, using literature data, surveys, case studies and comparative research methods, explaining the meaning, model and characteristics of internationalization of higher education. Using bilingual education theory, cross-cultural management theory and human management theory, it analyzes the concept, characteristics and the relationship with the internationalization of higher education of bilingual teaching management mode. Facing the new requirements on teaching management put forwarded by internationalization of higher education and the bilingual teaching, it identifies the seven existing problems on management which affected the bilingual teaching by analyzing and reasoning on the survey of current situation of the teaching management in China universities (esp. in Jinan University),And then from Colin Baker's input - output - Environment - the process of bilingual education model, combined with the features of cross-cultural teaching management mode, it divides the bilingual teaching management system into several interacting subsystems: input system, process system, output system, control system and support system. Thus a new management model of bilingual teaching is established. Finally, from the perspective of internationalization of higher education, it presents the internationalization strategies in the following eight aspects of teaching philosophy, language environment, training objectives, Human-oriented Management, curriculum, teaching resources, management and evaluation system.This study not only enriches the theory of the teaching management in the universities in China, but also provides the basis for follow-up study of bilingual education or second language teaching management. And it has some practical significance for further promoting bilingual education and the internationalization of higher education.
