| With the globalization of economy development, the technological competition is becoming more and more intense How to transfer science and technology into real productivity quickly becomes the focus of world countries. The university, as the nucleus of national economy construction and technology development, plays a great important role in the national strategy of putting innovative country into effect. Currently, universities in our country are developing rapidly, they have made great progress upon cultivation of talents\ science and technology innovation and social services, which greatly promote the regional and national social and economic development. However, there are still a lot of problems in the development of our country high education:science and research capitals are lack, the consciousness of achievement transfer is weak, the scientific and research mechanism is far behind the economic construction, etc. Compared with the developed countries, the transformation of science and technology achievements of China universities is still low, which is difficult to realize "The technology is the first productivity"Based on the current situation of the transformation of our university scientific and technological achievements, the thesis analyzes problems of college science research and achievement transformations. In view of such problems, the paper, according to the actual process of the college scientific research, puts forward the "San Zhu Yi Fu" pattern of college scientific and technological achievements and creates the evaluation index system for the pattern, in order to make colleges play full role in its discipline and talent advantages, urge colleges, government and enterprises to establish the trinity interactive platform which help patterns of university-industry league, interactive development and service platform develop deeply, and share capital, technology, information, etc in common. Eventually, the efficiency of the transformation of scientific and technological achievements is improved, and more contributions are made to the national economic development. First, the thesis describes the background, purpose, meaning, research methods and innovation of the pattern for the transformation of college science and technology achievements. Second, on the basis of explaining related concepts of the transformation of university scientific and technological achievements and presenting the research situation at home and abroad; the third part summarizes achievements and problems of the transformation of our national university scientific and technological achievements in recent years, systematically analyzes the process and each periods of the transformation, and generalize four patterns of our national transformation in details. Then, based on the last part, the paper puts forward the "San Zhu Yi Fu" pattern and gives a concrete description, which is good fit for our national universities. And then, relying on the systematic process and the "San Zhu Yi Fu" pattern of the transformation in our country, the fifth part creates an evaluation index system for the transformation, using Delphi to design weights of each index; referring to the evaluation index system. Lastly, the sixth part uses the fuzzy comprehensive evaluation to evaluate the transformation of scientific and technological achievements of Harbin Engineering University, and presents some advices for the existing problems and future development.. |
