With the development of the modern information technology education and the wide application of modern science and technology such as computer network and multimedia technology, educational games were widely used in the subject teaching. It plays an important role to learners to master knowledge, form skills and attitudes. At the present time, view from the research and application of educational games, most of the educational games are mainly with simple demonstration, with little regard to the problems of learner's interest and demand, that lead learner's learning effect greatly reduced. Obviously, this simple demonstration and animation can no longer meet the needs of modern teaching. Professor Yang Zhenning said:" The past study method is the way somebody else pointed out to you to go, the new way to learn is to find way by yourself. So how can pass a teaching mode not only can improve the learner's learning interest but also can effectively impart knowledge content has become an important points in the present study. To solve these problems, the paper under the guidance of Constructivism learning theory,Situated Learning theory,Game learning theory and Instructional System Design Theory and based on define the concept of educational game and inquiry-based educational games, the thesis posts that the development of inquiry-based educational games is the effective way to resolve the above problem. And put forward the designing principle of inquiry-based educational games. Then taking the "Planting problems" as a case, the thesis discusses the design and development of inquiry-based educational games.The paper structure and the details of the various chapters are as follows:The first chapter is an introduction, mainly elaborated that this research's background, the research question's determination and the prime task which does regarding the research question, and performs the brief statement to this article content structure. This part introduced the process that this research question proposes and inspected the present situation of research issues.The second chapter defines the concept of educational game and inquiry-based educational games, and analyzes the level of inquiry-based educational games design theories. Constructivism learning theory is to explore the inquiry-based educational games design major theoretical guidance. It elaborates on what is learning on macroscopic and the interaction between the learner's cognitive structure of the internal and external environment. Situated learning theory emphasizes knowledge is based on the situation, through the creation of learner-centered learning situation can make the learners to fully experience the fun of Explore knowledge, thus a greater degree of mobilization of the learner's internal motivation to learn and making the occurrence of learning happens more active. Game learning theory's guidance is the guarantee of the inquiry-based educational games not deviate from the main body of the game. Instructional system design theory is the guarantee of the inquiry-based educational games to meet the teaching process and ensure its educational and scientific.The third chapter under the guidance of the theoretical basis puts forward inquiry-based educational games' designing principle and makes a deep analysis of the content structure of inquiry-based educational games mainly from introducing theme,explore independently,challenges and expanding training.
