The ideology of "not extravagant but simple life" is Chinese traditional virtue and the important part of Chinese outstanding spirit culture. Since ancient times, thrift has been the eternal subject, never out of date, whether developing or developed countries, and regardless of the resource-rich countries, or the resource-poor countries, thrift has become a common practice around the world, melting into people's daily life.This article discusses and argues three issues on thrift:thrift's connotation, thrift's basis and thrift's achievement methods. Firstly, to study and research thrift, first it must consults China's and western thought on thrift and research findings of culture; second it must base on Chinese national conditions and Chinese traditional culture's foundation. With Marxist philosophy stand and viewpoint, the Party Central Committee as a starting point Weirao a series of policies and regulations to interpret the new situation, a new concept of frugality, thrift concept of deep meaning, nowadays some of the thrift to distinguish one-sided view, to a clear understanding of the consumption and asceticism are two kinds of erroneous concept of consumption, thrift and to expand domestic demand is not contradictory, and against excessive frugality, this paper values from the perspective of consumption, of a more profound view of the new situation of thrift.Secondly, this paper considers from the reasons of thrift. The conflict between the infinity of human needs and limited resourcesthe is the eternal contradictions of human society, and the enforcement response to the shortage of resources in China is thrift which is also an important realistic way of the social economic development. China's basic national conditions is still in primary stage of socialism which won't be changed for a long time, and a clear understanding of national conditions is the basic standpoint when setting down the policy. Implementing scientific development concept and building a socialist harmonious society require thrift.Finally, this paper mentions that the implementation of the thrift method is low-carbon economy which is one of the best global economic development mode. Low-carbon consumption is a better way to achieve frugal living. People must continue to uphold and promote thrift and hard work of the fine tradition, guide face consumer culture reasonably, promote consumption patterns in low-carbon economy, lead themselves to foster a correct view on thrift, put the specific requirements of scientific development and achieve the comprehensive development between human beings and the society.
