Performance culture is the work of developing the government administration and a high degree of signs of enhancing the management capacity of government.Therefore,building the Government's people-oriented and vibrant performance culture system has become key points of building a harmonious society and harmonious government.In the past 30 years of reform and opening up,China's government management system has undergone profound changes, while the Government in controlling and managing a market economy are continuously to be upgraded.However,there are still many problems in the management of our governments.At present,an unceasing emergence of new international and domestic situation and an endless stream of new technology continues to impact on the government's management system,management awareness and management methods.Meanwhile,in a new reform period of China,the domestic political system lag and poor performance of the government's economic management has become a bottleneck to deepen the reform of China's economic system.Therefore,it is necessary to find ways to improve government performance.China's Government also have learned advanced management methods to improve the performance.But after practice,experience shows that blindly copying foreign models will not achieve the desired results.Therefore,after learning from their mistakes,the domestic scholars proposed a establishment of performance culture system in our government which is in line with China's culture to further enhance government efficiency.Comprehensively promoting the performance culture system in our government requires the formation of scientific management system which include the correct political ideas,social values and spirit,codes of conduct,and also reflects the innovative,dedicated,served and 3 incorruptible management features and cultural atmosphere.In the paper,I tried to study the related research achievement at home and abroad in recent years and use some analysis theories,such as,the theory of human-oriented management,the new institutional economics and the contextual performance.Meanwhile,with the literature survey,normative study, institutional study and comparison method,I attempted to find ways to build a performance culture system based on China's reality after learning from successful experiences of foreign countries.My paper is divided into four parts.The first chapter is proposing the backgrounds and purposes of my research.Meanwhile,the related research at home and abroad and my study methods are explained.The second chapter is introducing some relevant concepts and theoretical basis about service-oriented government and performance culture.The third part is analyzing the current status of our government performance managements and the experiences of building a performance culture system in foreign governments.The fourth part includes finding ways to build a performance culture system in our service-oriented government.
