Election Supervision In Observing Pattern: Study On Villager Committee Election Observer Institution In China

In order to solve the problems of nonstandard and disordered villager-committee election procedure, some local governments in China start to introduce international experience of monitoring election by observers and bring it in villager-committee elections, furthermore, they are trying to implement this as a political institution. In this circumstance, Is this pattern workable to Chinese villager-committee eletions? Can it have any monitoring effects on Chinese rural democratic elections? If it does, is there problems existing in our current villager-committee election observer institutions? As an alien experience, what is the original pattern of the observing election supervision? As a democratic idea, what are the value and goals which this pattern pursues?This thesis just discussed around in answering these mentioned questions.First of all, it introduced the history and development of observing pattern of election supervision in foreign countries, explained the background and process of election observer institution in GuangDong province's villager committee elections as well as the effect of this institution and implementing circumstances of this institution in other province of China. Second, on academic analysis of the institution, the author held that the base of the institution was established on the theory of "procedure justice" and "dignitary theory", the final value of the institution was "democracy theory" by Robert A.Dahl, the process of the institution transition was explained by "institution transition theory "by North.The author also tried to demonstrate that the observing election supervision was an effective monitoring pattern for election indeed by the institutional practice of GuangDong and HuBei province. At the end of the paper, the author raised some improving proposal for improving the institution based on the summary of the implementing condition of the institution in parts of China.
