The Study Of The Causes And Measures For Negative Effects Of Irrational Factors On The Administrative Decision-making

In recent years, China's leaders make the scientific administrative decision-making to be a high issue. To achieve the scientific decision-making, the rational factors must be guaranteed the leading role in the decision-making. But in reality of administrative decision, decision makers are not totally rational and will be influenced by irrational factors. When the irrational factors of decision makers are completely out of control by rational factors and take the dominant status in decision-making, it will have a significant negative impact and making the decision makers made irrational behavior in decision-making activities, thus generating decision-making errors.Administrative decision-making is the core of the state administration. The importance of the administrative decision-making also determine the consequences of the wrong administrative decision-making. It greatly waste the public resources and seriously damage the people's interests, finally damage the government image and social harmony. Therefore, the country attaches great importance to the scientific decision-making. To realize scientific decision-making, we must guarantee the the leading role of rational factors in the decision-making, and overcome the negative impact of the irrational factors on the administrative decision-making.This article mainly discusses from three aspects. First, this article defines the basic concept of the non-rational factors and the administrative decision-making, and indicate that the Mayo's behavioral science theory, the Simon's bounded rationality theory and the Kahneman and Tversky's prospect theory constitute the theoretical basis of this article, to make theoretical study for the following bedding. Then, this article summarizes the negative impact of the irrational factors on the administrative decision-making to four types of decision-making, including the subjective wills of administrative decision-making type, the intuitive administrative decision-making type, the emotion-based administrative decision-making type, and the desire-based administrative decision-making type. Next, this article in-depthly analysis the three aspects of causes that leading to the negative impact of irrational factors in the administrative decision-making, including the administrative decision-making maker, the administrative decision-making system, the administrative decision-making environment. Last, based on this, this article advances a series of countermeasures. And this article innovatively uses of four words to briefly and clearly summarize the negative impact of the irrational factors on the administrative decision-making, including the subjective wills of administrative decision-making type, the intuitive administrative decision-making type, the emotion-based administrative decision-making type, and the desire-based administrative decision-making type.
