Qingdao Notarization Management Problems And Countermeasures

Marx compares management to the conductor of an orchestra, he pointed out : it is possible to perform a harmonious and pleasant melody only with a good conductor. American management theorist Drucker advocated that: Management is the most fundamental and critical factor for promoting socioeconomic development, and the developing countries are backward in management rather than in development. China's notarial management is now continuously improved and is of crucial significance for the development of notarial service sector. As a part of China's notarial management, notarial management of Qingdao City has accumulated some successful experience and made outstanding achievements, but it is obvious that there are also some problems. According to the current status of notarial management in Qingdao, this article discusses the problems currently existing and put forward specific solving strategies and measures against these problems. This article consists of five chapters. Chapter I is an introduction, expounding the purpose and significance of writing this article and the basic research ideas. Chapter II describes the connotations, features and development stages of notarization and notarial management. This chapter expounds connotations and features of notarization and notarial management in China, and introduces the origin of modern notary system, the history of notarial management in China.Through the analysis of current status about setting, name, structure, management modes and methods of notary public offices in Qingdao, Chapter III puts forward the problems existing in Leadership control, plan decision-making of notarial management of Qingdao and analyzes the reasons for such problems. By drawing on the domestic and foreign experience in notarial management, Chapter IV gets such inspirations as the development of prefecture and Municipal level notary public associations, emphasizing on talent cultivation and pay attention to character, The two departments of judicial administrative authorities and notary public associations jointly regulation , the win-win situation of Internet-based notarization etc. In terms of the problems existing in notarial management, Chapter V puts forward five methods and strategies for improving the notarial management in Qingdao. This article has two innovations: one is to put forward the new notarial management mode that Qingdao notary public offices are subject to the unified leadership of of the same level judicial administrative authorities and construction and development of Municipal notary public associations. The other is to propose the Performance evaluation method should refer to with 360 asessment method.
