Government's behavior influences macro-economic control and market mechanism directly. The government is not only the executor of the reform but also the object of the reform in the reform. During the process of perfecting the rule, suiting one's measures to local conditions is very important-"field rule"and the"off-field rule"."Field rule"is mainly used to conform the government's self-behavior."Off-field rule"restrains controllers'self-behavior. The two rules have distinctions and connection and need to be established and perfected at the same time. Only under this condition, we can achieve the objective of conforming government's behavior and restrain controllers'self-behavior. What's more, we can give full scope to the effect of macro-economic control and market mechanism, and guarantee the economy developments in a right order.
