The Research On Transfer System Of Right To Use Rurual Residential Bases

The right to use the rural residential bases is a special and independent usufruct in our country. It is a right that rural residents make buildings and ancillary facilities, and possess,use and restrictedly dispose the bases that the rural residents legally get from the collective economic organizations. The development of urbanization attracted a large number of rural labor force,and caused a large number of rural homestead idle.The transfer of the right to use rural residential bases had a number of social and legal issues. It is an urgent problem that our state protect the land, safeguarde the interests of farmers, and build a harmonious transfer system of the right to use the rural residential bases.This article is mainly divided into four parts.The first part is to mainly study the right to use the rural residential bases basic meaning and the main legal characteristic.The second part is to introduce the current laws,regulations,policies and theories.The third part is to further analyze the feasibility of the reasons for the right to use the rural residential bases. First, it is to illustrate the effectiveness of buying and selling houses in rural areas.
