Research On The Expansion Of Government Administrative Expenses

The scholars at home and abroad, have been doing researches on the government administrative expenses problems for varied degree, aiming at a controlling of a reasonable range. The government administrative expenses affects the efficiency of management directly, a rational government administrative expenses is a guarantee to a normal operation and a necessary premise to provide public goods effectively.Our country is now at the turning point of the industrialization, the urbanization and economy, thus an increase in the government administrative expenses has some objective factors. But due to the strong consumption desire of the government itself and the absence in vitro supervision, the government administrative expenses are rising irrationally. This expense of our country is much higher when compared with the other countries of the world. Generally in those countries, the proportion of the administrative expenses in financial expenditure drop with the economic development. At the same time, the unreasonable rising of the government administrative expenses seize the funds of social-public-service, which causes a serious impact on the overall function of the government, and restricts the healthy development of social economic.This article focuses on the government administrative expenses. It can be divided into five parts:The first part is Introduction, It mainly introduces the background and significance of the study, the content, structure, research methods, the innovation and the deficiency; The second part includes chapter 1 and 2, it mainly introduces the related literature review of the research. The connotation of the government administrative expenses, the classification of it, the characteristics of it and a comparison and distinguish of the government administrative expenses related concepts are as well be discussed; The third part is an empirical analysis including chapter 3,4, and 5, mainly for our government administrative expenses from the overall situation of the scale, structure and efficiency, therefore, this part takes the proportion of administrative expenses in fiscal expenditure and makes a comparison with some other representative countries in the world; The fourth part is the cause analysis, including chapter 6.On the basis of comparative analysis, this article establishes a model of the factors that influence the government expenditure and analyzes it from both positive and negative points; The fifth part, namely the seventh chapter, puts forward the countermeasures of the problem. According to the previous series of analysis, the article focus on the main causes of the current administrative expenditure and makes a comprehensive consideration, from what the countermeasures to control government administrative expenses scale are provided. These countermeasures are drawled from five aspects:to restrain the squander of the government, to push the reform of the administrative management and the budget system, to improve the setup of evaluation on government performance and to perfect the appraisal supervision mechanism.This whole text aims to find out the main factors that influence our government administrative expenses through qualitative analysis and quantitative analysis. It also analyzes the main factors that lead to the scale expansion in the governmental administrative expenses. Combined with the situation of our country, this article trying to explore target-oriented measures to control our government administrative expenses scale, and hopes to do some help to effectively solve the present government expenditure's problems.
