Research On The Relationship Between The Administrative Promotion And The Villager Autonomy In Building Rural Community

Our government has put emphasis on promoting the building of new socialist countryside, which is included in the gist of the Fifth Plenary Session of the 16th Central Committee of the Communist Party of China. As the important content of building a new socialist countryside, building rural community is an important measure of promoting all-round economic and social development in the countryside. However, building rural community in China is still at an initial stage currently. And the administrative promotion is still the main power of building rural community. Although it promotes the building's starting and process to some extent, due to the excessive administrative promotion, the villagers lose their autonomous enthusiasm, and the resources within the region cannot get mobilized and integrated effectively as a result. Therefore, in the process of building rural community, how to deal with the relationship between the administrative promotion and villager autonomy, so as to really realize the considerable development of the rural community is a question which is worth probing into. This article takes the rural community of Shenbei New District in Shenyang as a case, conducting the research on the situation of building rural community, from local government and villagers two aspects separately. This article is for the purpose of finding out the existing problems and the reasons as well as the solutions in building rural community, providing some references for the development of building rural community.Firstly, the author introduces the basic meaning, content and significance of building rural community, and then concludes the relationship between the administrative promotion and villager autonomy in the process of building rural community from the villager autonomy's birth, development and future three respects, which based on the definition of administrative promotion and the introduction of the villager autonomy's meaning and significance. Secondly, according to the basic situation of building rural community of Shenbei New District in Shenyang, comparing the local government and villagers'practices and attitudes, the author analyses the contradictions between the administrative promotion and villager autonomy in the process of building rural community currently, and heading for interest, explores the origin of the contradictions. Finally, the author puts forward some suggestions to develop the building of rural community conducted by villager autonomy.
