Due to imperfect democracy and the rule of law and other reasons, the problems of reform and development in the influx through letters and visits, not only increase the government's administrative costs, the parties spent time, effort and money, but also affected the country's rule of law in the process, in which repeat Petition has become the focus of attention,in which repeated petitions have become the focus of attention. This paper from a public management perspective, on the petition form with a repeat of social conflict reflected in research. Through data analysis, case studies found that the vast majority of issues relate to the different interests of social relationships and interest demands, and are caused due to material reality of the conflict. At present, the Chinese government has repeated petitioning of governance difficulties faced by economic and social transition, lack of legal relief system, democracy-building lags behind, demanded by the public expression and social benefits of centralized coordination mechanisms imperfect reflection of an integrated social crisis. Practice has shown that the disposal of petitions can not be repeated by a certain field, an institution, a system to adjust to achieve their aspirations of environmental governance should be the direction of democratization, the admissibility of the work of institutionalization of the judicial diversion pipeline, including the expansion of orderly political participation of citizens, regulate the work of government departments to conduct petition, improve convenience and efficient legal remedies system. The same time, strengthen the authority of the judiciary and promoting the petition on the basis of the construction of the legal system should actively absorb non-governmental organizations in order to enhance the effect of petitioning the government for disposal to repeat. |
