Application And Research On Post-Evaluation Of Beijing E-Government Project

E-government can promote the transformation of government functions, and improve management and service. E-government involves the office automation, resource sharing, online approval, city administration, strategic decision and other fields. Government paid more attention to E-government, and increased the investment year by year. E-government performance evaluation system should be set up for the development of E-government.Post-evaluation is a part of the E-government performance evaluation system. By post-evaluating the construction, inspection and operation of the project, we can sum up the experience in the process, and improve the scientific level and benefit of investment, and then we can develop the construction and application of E-government. But there was not post-evaluation study of E-government in China.This research summarized the experience and understanding of E-government projects in Beijing, maked up the performance-oriented post-evaluation index system of, and evaluated organization, management, construction and operation of the project, following the principles of scientific, systematic, combined qualitative and quantitative analysis, by means of the logical framework, contrast, degree of success.This study built up the post-evaluation index system and investigative methods of E-government. Beneficiaries satisfaction and government affairs efficacy, as the core of post-evaluation system index, are significant.
