In this paper, on the basis of the theories of equalizationism of public services and the actual situations that the gaps of Chongming County and the outer suburbs of Shanghai were lager, after consulting relative research results at home and abroad, I have set up an index system which can evaluate the development conditions of the outer suburbs of Shanghai so that it can compare the gaps and changes of all aspects of social development of Chongming County and other outer suburbs with the data of indices between 2002 and 2007, consequently providing helps for policy decisions on local equalized social development. Through the results of appreciation of the index system, we could find that the whole levels of social development of Chongming County had raised a lot compared with the previous levels in 2002. However, in some aspects, such as the qualities of educational resources of primary and middle schools, the perfect degree of social securities of rural areas, the state of public securities, the state of traffic safeties and the state of fire safeties, the development levels had declined. The gap of general social aspects between the level of Chongming County and the average level of other outer suburbs was large. However, the gaps of the two regions had decreased between 2002 and 2007. The gaps of some social aspects between Chongming County and other outer suburbs of Shanghai such as three industries, infrastructures, social securities of rural areas, population securities, basic educations, public order conditions, traffic securities and fire securities were lager. On the contrary, the gaps between Chongming County and other outer suburbs of Shanghai were smaller in ecological environments, the gaps of urban and rural areas, social securities of towns and organized nursings. Between the five years, the gaps on some social aspects of the two regions became larger, but the gaps on other social aspects were smaller or remained unchanged.
