The Research On The Relationship Between Government And Non-governmental Organizations

Since 1980s, a new management overcomes all kinds of problems which the traditional administration pattern appears; the kind of the new management is called the new public management. The governing theory comes into being as a kind of the new public management theory. The advance and the rise of the governance provide the theoretical basis to some extent in order to achieve good relationship between government and non-governmental organizations. The relationship of the government and non-governmental organizations becomes the issues of common concern between the theorists, workers of government and general public for the relevance. Therefore, regarding the research of this question is very important and essential.This research is based on the governing theory angle of view. It defined the concept of government and non-governmental organizations, point out governing theory implication and major point. Governing theory emphasizes the diversity and cooperation of the subject, stresses harmony dynamic relationship in the government, market and social, hoping that three can achieve the ultimate objective-good governance. The governing theory requests the government and the non-governmental organizations and forms the relation which one being interaction, cooperates mutually, be asked government which need to give non-governmental organizations more development room, make non-governmental organizations develop all by oneself and freely to a large extent, not to be restricted and be dominated. It unifies realistic situation of china in chapter two, elaborates a kind of unsatisfactory relation which our country both form at present which corresponds the analysis of perfect condition in chapter one. With the steps of reform and open policy, non-governmental organizations of our country start to develop and form a certain scale and enliven in all areas of society. Most of the non-governmental organizations have weak capacity; they need to draw support in order to develop. So, the non-governmental organizations have the official colors, they can not independent carry on government, and they can not become the society with the government to govern active together the main body. The third chapter is based on the comparison and analysis of ideal and the reality of our country. I discuss the reasons for unsatisfactory between the two which focus on the core substance of governing theory form four aspects. First, it is backward ideal. "Officialdom standard" thought and awareness of public may influence localization of government and non-governmental organizations. Second, it is environment. Not formed the civil society and not formed legal restrict the harmonious operation of relationship. Third, unreasonable organization establishment and inexplicit of government obstruct completion. Fourth, the relatively slow development and characteristic of non-governmental organizations weaken achievement of the good goal governance. In order to improve unsatisfactory state of relations between government and non-governmental organizations, the research take concepts of governances, the environment of the governance, the government and the non-governmental organizations as to the point of view, build healthy relationship between government and non-governmental organizations, make both become main social governmental body together, promote the social development together, and promote the overall level of governance finally.
