On Community Correction System

Community correction thoughts originated in the countries of Anglo-American law system and is widely promoted in the continental law system countries. It , through long-term development, which has accumulated rich experience in legislation and practice, is the fastest develping field in the theory and pratice of world penal execution, which gradually replaces prisonment and becomes the one of the main symbols of imprsonment in the international execution trend.Community correction system is the products of punishment idea,which changes the simple penalty idea to ecducation and reformation idea which makes the crimals returning the soceity. Punishment is a double-edged sword. Community, through correcting, makes criminals adapted to society, reduces cost of prison execution, and fully embodies humanistic concern, effectively relieves and compensates the inherent defect and negative effects of original execution system. This article, through introducing the formation and development, the status of legislation of the American and Japan community correction system, is to perfect our community correction and makes it standardized and systemized.This paper, besides introduction and epilogue, includes the following four parts:The first part: overview of community correction.
