For a long time, due to the barrier of dual socio-economic structure in China, rural social security system has been lagging behind that in the cities. In the reform stride that balances urban and rural development, on the one hand, due to an immense rural population, China can not in short term keep urban and rural social security in parallel by government financial subsidy. On the other hand, although the land cannot give full play to the security function like social security, it as the last defense of farmers still provides psychological protection to them so that they are unwilling to give up their land. This statement that land can be transferred for social security did not get the recognition in practice years earlier. Inspired by this successful practice of increasing farmers'income by farmland transfer has been practiced in recent years, the author puts forward the idea of this essay that improving farmers'social security depends on the land transfer.Chengdu, as a national comprehensive coordinated reform pilot area of balancing urban and rural areas, plays an exemplary and leading role to deepen national reform in balancing urban and rural social security. Its main experience lies in accelerating the rural land transfer, improving farmers'revenue from rural land and constructing the urban and rural incorporation social security system led by government. After researching on relevant documents and materials and field investigation, the study, taking Chengdu for example, explores some theories and practical issues about how to upgrade farmers'social security in the process of land transfer.The article expands into 4 chapters with a way of thinking that features constructing firstly a theoretical basis, analyzing the status quo, posing questions and finding out finally solutions to the problems. Chapter one is the introduction. It explains the purpose, significance, content and innovativeness of this topic. After introduces the status quo at home and abroad, the author raises the technical lines and methods of this essay in this chapter. Chapter two is about comments to the relevant theories. The theoretical foundation, including Land Property Right Theory, Land Rent and Price Theory and social security function of land in rural areas is raised. Chapter three is to penetrate the status quo of Chengdu rural land transfer and social security. Conditions in rural land transfer and social security and government predominating in every dimension in Chengdu are described and analyzed. Chapter four illustrates mechanism of improving the rural social security by promoting the transfer of rural land, which analyses three typical flow patterns of agricultural land in Chengdu pilots and borrows the idea from the experience of Taiwan's agricultural land transfer. Furthermore, the author brings forward policy suggestions on how to bring forth the new idea of land transfer and enhance farmers'social security.
