The increasingly complex international relations and the degree of organization in international community gave birth to the emergence of international non-governmental organizations, with the advance of globalization, whose areas of activity touches every aspect of our lives, and they had a profound effect to the international community and the development of international law. However the important actors still has not been commensurate with its real status, they don't get the subject of international law, there aren't "NGO Law" regulating them so that in some areas whose negative impact is gradually increased, they also face an obstacle to long-term development. The resulting proposed research topics of this article:From the main historical evolution of the subject of international law, combined with the real social impact of them, we know it is necessary to recognize international non-governmental organizations for subject qualification, and thus make a preliminary study for its regulation under international law perspective.This paper is divided into four main parts:First, starting from the concept of non-governmental organizations, on the basis of definition we know its unique characteristics and historical development of track, in order to acknowledge and understanding international non-governmental organizations.Second, starting from the concept of the subject of international law,describe the process of whose historical evolution, then uses "implied powers theory" and the important role of INGO in promoting international legislation and cooperation, strengthening implementation and monitoring of international law, promoting international democracy and effectively resolving international disputes to discusse it is necessary to give them "fiction" personality both in theory and practice.Third, the organization acts as a perfect body, in order to work normally, efficiently and orderly it must have a series of systems, rules and mechanisms, this part make a brief statement of the voting mechanisms, institutions and the meeting proceedings shared by the most INGO. Finally, the international non-governmental organization isn't myth, there are congenitally deficient of its independence, legitimacy, representative and integrity, thus introduce regulatory status on the level of the United Nations and domestic,focus to China as an example, supported by their characteristics of work,proposed the regulation of the INGO should be based on the guidance.
