| In 2004, Joshua Cooper Ramo, one American scholar put forth the term of "Beijing Consensus". Since then, the term of "China Model" has been often used in newspapers. Especially under nowadays' financial crisis, China, as the largest creditor nation for US and the biggest infant economic entity, now is attracting more and more attention from all over the world. Therefore the term of " China Model" becomes more and more popular.The so-called "China Model", invented by foreign scholars, is a generalization for the way of development formed in the past thirty years'China reform and opening-up, is another name for the road of socialism with Chinese characteristics, and is way of looking at China socialistic road from the perspective of globalization or from the perspective of the world. The experience for China reform and opening-up is incisively summarized in the report to the 17th CPC National Congress:a banner, a road, and a system; that is to hold high the great banner of socialism with Chinese characteristics, pave the road of socialism with Chinese characteristics, and establish theoretical system of socialism with Chinese characteristics.Since the foundation of China and especially since China reform and opening-up, according to her own national conditions, China follows her own road of development, which helps China international status continuously improve day after day. China, as the biggest developing country, has shown her experience of successful development, which makes China win respect from the majority of developing countries and attention from developed countries. China has set a pattern for other developing countries to choose their proper ways of development. However, "China Model" has not been fully-developed, for that we haven't completed our task of realizing modernizations. In addition, there're various challenges facing us, and we're still on our way of exploring " China Model", perhaps we still have a long way to go. From comparing " Latin America Model" with " Asia Model", it can be seen that the core of "China Model" lies in innovation. Since China reform and opening-up, our government has implemented innovative policies, which greatly helps China improve her international competitiveness and realize her continuously high-speed economic development during a long period.Since the 16th CPC National Congress, under new social economic conditions and new times, and under the guidance of new political theories, innovation in government management has shown new trends and made remarkable progress, which is mainly reflected in the following aspects:the concept is continuously strengthened to establish the service-typed government, responsible government and transparent government; the innovation of government functions centered on the transformation of government functions should be continued; the innovative mechanism of government management with characteristics of diversifications should be further perfected; the specific innovation results with characteristics of multiple levels and multiple perspectives should be continuously displayed. The new trends and new achievements in the innovation of government management not only provide valuable experience for the following reform and innovation of our country, but also point out the direction for the latter's further development. |
