Along with the development of China's reform and opening up, the private entrepreneur strata has gradually developed and played a more and more important role in China's economic, political, cultural and social development. With the social and economic strata rising fast, the private entrepreneurs are longing for a strong voice in political agendas. They tend to solve their own problems in participating in the political decision process, thus contributing to the development of socialist democratization politics. While affirming the positive role in political participation of private entrepreneurs, it should be clear to see that there are still some undesirable outcomes at the same time, such as the occurrence of non-institutionalized political participations. The political participation of private entrepreneurs in the development process of China's political democracy is a very interesting and important issue. Therefore in the new historical times, the study of the institutionalization of political participation of private entrepreneurs in China's political development is of great significance to China's political, social-economic development and the health growth of private entrepreneurs.There are five parts of this paper:The first part mainly summarizes the topic which includes the background and significance of the topic, the current research on the issue and personal comment of this research, the basic research ideas and methods.The second part analyses the core definitions in order to understand the true meaning and the evolvement of the concept:private entrepreneur. Then the paper continues to discuss the goal of political participation of private entrepreneurs, and set the theoretical basis of the institutionalization of the private entrepreneurs'political participation.The third section deals with the current condition of private entrepreneurs' institutionalized political participation, including participation means, characteristics and problems occurred in political participation.Part four analyzes the constraining factors in institutionalized political participation of private entrepreneurs, namely:main participant factors, political environment factors, political and cultural factors and economic factors. The last section presents the some measures to improve the institutionalization lever of political participation of private entrepreneurs, namely:strengthening education and guidance to improve the level of political participation of private entrepreneurs; a consummate political system and a more broaden channels for political participation of private entrepreneurs are needed; to innovate the participatory mechanisms to improve the political participation of private entrepreneurs; the strengthening of the rule of law, the promotion of political participation of private entrepreneurs ordering; building of a harmonious culture and create a participatory political and cultural environment.
