Governance issues for retirees are issues of social management, Management as a social problem is human issues in the essence. There are a lots of causes about the problems in retirees governance, but from the point of management thoughts, the root causes is one-sided "economic person" thinking. This paper proposes the paradigm of human governance which takes complex social person as central through integrating the management of human hypothesis theory, governance theory, Marxism theory of human science to guide the construction of people-oriented governance. And then to satisfy the retirees'different kinds of requirements as "political person", "economic person" and "human in commnity",etc.This paper contains four parts:The first part is the introduction part which includes the background, the research characteristics of home and broad and the perspective of this text.The second part expounds the correlative theories of the people-oriented governance which essence is complex social person.The third part provides the expressions in the period of social transitions and the problems brought to the governance of retirees.The fourth part concentrates on how to build the model of people-oriented governance from five aspects:perfect the pension insurance system, develop the ownership status of older people, establish ethical community of "human in community", exert the effect of retirees as the body of practices and create the model of cooperative governance.From the analysis of above, we can understand the essence of the of people-oriented governance correctly and realize the challenges and opportunities in people-oriented governance of retirees, which help us set up a scientific management idea relevant to the development of modern society. Under the direction of this idea, the development and improvement of the governance theory of retirees can be accelerated.
