Entrepreneurship of returned migrant workers is a new way to transfer surplus rural labor force, and an important way to solve the problems of agriculture, rural areas, and farmers, to industrialize rural areas, to modernize agricultural industry, and to increase farmers' income. Currently, however, the starting business of returned migrant workers is constrained by their own qualities as well as external factors. The local governments need to vigorously support and wisely direct the entrepreneurship of migrant works, to ensure their initiative, to improve their enterprising abilities, and to increase their success in starting business.This paper focuses on the responsibility of local governments in the entrepreneurship of migrant workers. First of all, this paper defines the entrepreneurship of migrant workers and the responsibility of the local governments. Based on a survey of one hundred counties, conducted by the Department of Agriculture, this paper analyzes the current status of migrant workers' entrepreneurship, and identifies its main characteristics. These characteristics include: the overall positive trend of the entrepreneurship, the complex motivation in the entrepreneurship, the multiple opportunities in starting business, the majority of the entrepreneurs as the first-batch high-caliber migrant workers, the major enterprises being middle or small, non-agricultural or agriculture-related, the main geographical areas as rural areas, and the up-to-date trend of entrepreneurship.Based on the social reality, theories and government policies, this paper proposes the basis of local governments' responsibility in migrant workers entrepreneurship. With a contrastive analysis, this paper points out the inadequacy in local governments' roles:incorrect understanding of its responsibility, inadequate policy support, imperfect directing system, and imperfect supporting services. Regarding these, this paper proposes the following solutions:Firstly, to thoroughly correct the understanding of governments' role, to have a correct recognition of the entrepreneurship of returned migrant workers. Secondly, with regard to the current status, to increase the support for migrant workers, such as broadening channels of investment, enhancing supportive tax policies, increasing the business locations, and enlarging human resources. Thirdly, to take advantage of the local government's priority in strengthening direction, widening channels of information, and establishing directing mechanisms. Fourthly, to improve the entrepreneurship services and the enterprising environment, such as changing work styles, improving government services, enriching the facilities and optimizing the venture environment.
