The paper concerns about the frequent emergencies of contemporary society and how the government could effectively provide products to enhance capacity for response as the main body of resource allocation and social management. The perspective of administrative accountability has been chosen in this paper. As a new system entering into the public view recently, the vitality and potential of administrative accountability has been strong. But problems exist in various systems of innovation when local authorities explore the administrative accountability system. The system has the need and capability for self-improvement, while the engagement with other systems still requires the system platform and test from the practice. In view of the problems and the gaps of the newly promulgated regulations on accountability practices throughout the country, the purpose of this paper is to find out the functions of the regulations regulating the administrative accountability system and the real problems existing based on the analysis of the system and its practice, and propose some suggestions for improvement on the basis of the current system. The methodology used in this paper is literature analysis, comparative analysis and public policy analysis. Through the analysis, it's found that the problems of China's administrative accountability system is not limited to the issues with academic consensus, such as "accountability within the same authority and being lack of accountability from outsiders" and "lack of accountability to the party committee members", etc. In fact, these problems are gradually solved or have been resolved after analysis of local rules and regulations of administrative accountability, while other issues are crucial, such as the legislation conflicts, serious system-joint problems between accountability and other systems, high social costs and poor applicable approaches. Therefore, improving the current system from retroactivity, authority, conferring function, promulgating administrative procedures and regulations of accountability has great significance. The innovation of this paper reflects the adoption and analysis of accountability regulations from different levels of central, provincial, city and county, pointing out the deep-seated problems of the current administrative accountability system, putting forwards the personal views on it and proposing several important aspects for the improvement based on the principle of scientific development of the systems.
