Problems Which The Communist Party Committee Of The Town Has Faced In The Process Of Carrying Out The Scientific Concept Of Development And The Research Of Countermeasures

As an organizer, a leader, a promoter, a practitioner and a service provider of carrying out the scientific concept of development, the importance of the communist party committee of the town is beyond doubt. But problems which the communist party committee of the town has faced in the process of carrying out the scientific concept of development and the research of countermeasures is a task which is far going, complicated and practical. Take Wu YiShan for example, by methods of literature, investigation and theoretical research, academic research and empirical analytical for these, the author sums up five pieces of experience on the scientific development carried out by the communist party committee of the town. By analyzing the present situation and finding out the weaknesses,the author proposes six universal problems with which will be faced in the process of the scientific development carried out by the communist party committee of the town, and then discusses the reasons which bring about the problems. The most innovative achievement in this study is that, by investigation and analysis on the basis of theoretical innovation, the author proposes that developing country professional associations(cooperative economic organizations) and establishing cadres model service base is an innovation of Organizational system, offering an exercisable idea for North FuJian county(city) committee organizational department to strengthen the ability of the communist Party committee of the town to lead scientific development. The establishment and implementation of the two innovative organizational system is up to the mustard of the current country economic, social development and the new situation of system reform, it is a "golden key" which has solved a lot of country problems and contradictions. It will make the communist party committee of the town play an exemplary role in the process of carrying out the scientific concept of development effectively and promote the drive. Not only help to scientific development of the economic work, but also help to strengthen the political root of party.
