| Social capital, which was formed after 1990s, is a popular concept which has attracted attention in several major disciplines, many experts and scholars explain the socio-political and economic phenomena with social capital on many disciplines such as: sociology, economics, political science, management and history. As a new tool for political analysis, government social capital is an important component of social capital theory, and a kind of invisible political resources. However, there are some problems in constructing government social capital such the stock of the theoretical study and lack of balance and distribution of the government social capital, nurturing environment to be improved. The nurturing of government social capital, both rely on the government-led but also on society as a whole to participate in, the only way to truly play the building role of the government social capital in the service-oriented government.The paper starts with the concept of Social capital and government Social capital, continue with their constituent elements and functions, then on the basis of the actual situation in our country, the paper identified the existing problems of social capital. The important study made in the paper is government social capital from the perspectives of interdisciplinary theories of management, sociology, economics, political and etc, discussed how to nurture our government social capital. It is suggested that change our ideas, we must strengthen the system of government, improving public policy formulation and implementation. In addition, accelerate the process of building civil society, we should vigorously develop the non-governmental organizations, and actively cultivate credit system. Finally, we must actively establish a government of social capital measurement and evaluation system used to guide my Government's social capital, nurturing and development. The proposal made in the paper can not only enrich the current social capital and related theories, but also played a positive role in the construction of service-oriented government. |
