As the most basic administrative units in our country,town plays an important role in the construction of urbanization.In 2007, the government of Zhejiang province issued the documents named《Some opinions about cultivation project of centre towns from People Government of Zhejiang province》,which demands clearly " they will chose about 200 key towns in the whole province in the period of 11th five-year plan,and cultivate them gradually".Qianqing town, as one of the first batch key towns which will be paid great attention,is endowed with more initiative economic power.With the expansion of powers, abuse of power problem displays.
