As a kind of a nation's grassroots organizations, local governments play an important role in the political, economic and social development of a nation. Local governments' management behaviors are specific operations in the sake of public interests in the field of political, economic and social functions according to laws. Administrative culture, deep cores of administrative management, does not only stabilize administrative system, but also regulate and conduct administrative behaviors.Administrative culture in China has been through two stages: traditional administrative culture and contemporary administrative culture. During the two stages, there are both of positive and negative factors. Positive factors lead management behaviors of our local governments to develop in an active direction, while negative factors constrain and hinder them. Through comparing different influences to local governments' management behaviors by administrative culture among different areas, including administrative culture in China, western countries, Singapore and Japan, the article discovers differences of administrative culture in our country from other areas and get references from excellent administrative culture abroad. At last, the article offers corresponding suggestions to construct harmonious administrative culture and regulate local governments' behaviors from three aspects: to create good culture of administrative subjects, to establish excellent culture of administrative objects, and to build perfect culture of administrative institutions.
