Discussion On The Constitutional Thought Of Wang Rongbao

Wang Rongbao was one of the core of the constitutionalists in late qing and early republic period.Although he was born in a family of officials, affected by the traditional Confucian culture,but been promoted by the pressure of social reality that the nation was in deep crisis,he was able to break the shackles of the Old Learning and promote the constitutional actively to search for the Road of making the nation prosperous, strong and independent. Wang Rongbao was a scholar who described the western constitutional thought systematically. When he studied in Japan during the late Qing Dynasty, he spreaded constitutional thought in his articles and translation of writings, played a role in the Enlightenment for the constitutional thought in the period.The constitutional thought of Wang Rongbao included paying more attention to the thought of the theory of evolution and promoting the thought of civil rights during the comparison process of the western constitutional thought.That was the ideological basis of his constitutional practice.He stressed that.the Constitution plays an inmprtant role in the constitutionalism, participated in the drafting of the Lee-Wang Draft Constitution an the end of the Qing Dynasty,proposed the Draft constitution privately in early republic period.He always regarded the Constitution as the basis of striving for the constitutional and the protection of the implementation of the constitutionalism. He advocated the separation of powers and checks and balances, claimed strengthen the role of political parties to restrict on the government in practice, so as to make the separation of powers as a powerful means to preventing autocracy.
