Performance management is very important in the activity of government human resource management. It has material effect on the other parts of HR activities and the whole HR activities. Recently, the orientation of the government development and administration reformation is pursuing the efficiency and controllability of the government's works. Then the government's performance management could satisfied these two basic requirements, and could also promote government's capability, realize the basic value ideas like democracy and equity. This paper is based on the meaning of performance management, makes a detailed elaboration on the western government's performance theories. And learn the western experiences, systematically analyzed the present situation, the existent problems and the obstacles to put the government performance management in effect in our country.Then, makes a feasibility analysis on the implementation. Lastly, takes the model of Nantong as an example, in view of above problems, gives the suggestions and measures.
