The Survey Of Being Implemented Relatively Concentrated Administrative Punishments System In The Realm Of Wuhai City Management

According to the stipulated power of relatively concentrated Administrative Punishments and the requests of relatively concentrated Administrative Punishments system of our country which is based on "The Law of the People's Republic of China on Administrative Punishments" (hereafter referred to as "the Law on Administrative Punishments") ,combining theory with practice and analyzing executive situation of being implemented relatively Concentrated Administrative Punishments system in Wuhai by doing painstaking research, we recognized that this law system has become an important measure of administrative implemented reform of our government in recent years. The practice, in Wuhai, proved that, obviously, this item is the vitality new system; it is sure that this system was still at the explorative level at present. For "Administrative Punishments"still in sense of principle, being implemented relatively concentrated Administrative Punishments system in the Realm of Wuhai City Management has many problems both in theory and practice, including the legal status of enforcement main body not to be clear about, the law enforcement leadership system not smoothly, the law enforcement responsibility not unified, the enforcement force to construct weakly, the enforcement activity not conform to standard and the law enforcement potency not effective etc. The reasons are chiefly the national related legislation advancement relative lag, the leadership system construction not standard, the personnel organization not reach the science, the reasonable, and the standard, the law enforcement to supervise and to implement not efficient and so on. For all above issues, this thesis will refer to how to improve the relatively concentrated Administrative Punishments system in the realm of Wuhai city management, and I would like to put forward proposals from our government to propel legislation process of the relatively concentrated Administrative Punishments system, to establish concentrated and unified the law enforcement leadership system, to perfect laws and regulations, to adopt scientific, equitable, and standard manning quotas, to improve the legislative supervision system and strengthen the law enforcement guarantee system and so forth.
