The issued by Central Military Commission brings forward that," we should strength equipment centralized procurement and competitive procurement and form the equipment stock system match to socialism market economy". It points out direction for the development of our military equipment stock. As the important research of equipment build, military equipment competitive procurement will be a research emphasis in the future. The focus of military equipment department is whether equipment manufacturer's qualification is correspond to need, whether supply is in time, whether it can operate according to military need and regulation.Studying the choice and evaluation of military equipment manufacturer not only has significant academic value, but also the upper practical meaning. There are many new characteristics and needs in the choice and evaluation of military equipment manufacturer in competitive procurement if compared with the choice of regional corporation and traditional manufacturer. Also the paper constructs assessment index system of military equipment manufacturer choice based on summarizing related research products, using common standard of corporation for reference, and combining our military stock characteristics. It validates rationality of index using questionnaire and SPSS Stat. analysis software. The text strengthens degree of science and reduces disturbance of man-made factors by using set-valued statistical method.The last, this paper constructs military equipment manufacturer choice model based on compositive analytic hierarchy process, entropy method and TOPSIS. It confirms combination weight of assessment index using analytic hierarchy process and entropy method firstly, then arranges using TOPSIS model, assesses manufacturer, and proves validity and feasibility of this method through validating.
