China emergency rescue team for earthquake and disaster has completed many successful rescue actions of mitigation effectiveness during the pioneering development for the several years. However,due to the later beginning of earthquake relief career in China, the overall level shall still continue developing. This article would base on reasons of rescue team formation, and the development of domestic and foreign rescue teams, their purposes, ideas, organization and implementation of this action, and summarize that Chinese international rescue team has obtained experiences and frustrations of the emergency earthquake relief operations from domestic and foreign rescue. Then it would objectively analyze and settle many practical rescue issues such as material needs, loading, transportation and so on, mathematical modeling approach to the solution had major practical significance combined with actual cases. Effectiveness evaluation included evaluation before the start of action and after the completion of action, which were respectively used for decision-making of the action programme and assessment of the practical action implementation effect. Since in the whole rescue operation time required very stringent, the field sudden events occurred frequentlymaking the commanders unable to provide rescue schemes towards relief aid programme of which the rescue team should be given the task in the evaluation before the start of action. Effectiveness evaluation before the start of operations is very little significant for rescue operations guidance.So in this article, effectiveness evaluation of rescue action means assessment of the whole rescue operation completed actually after the end of a rescue operation, which belonged to assessmet after the completion of action.Its role was to help commanders for relief and rescue operations forces sum up the results, find insufficient analysis, make suggestions for the next rescue operations to improve measures.
