However, out of an authoritative consideration, the U.S Supreme Court didn't enlarge its scale accordingly.Therefore, courts at all levels bore extremely heavy burdens. Meanwhile, a great many problems are also existed in the settlement mechanism of dispute and lawsuit. American society pressure for judicial proceedings substitution is growing, the modernized non-litigation mechanism emerges, as the times require.Over the past three decades since the reform and opening up, booming economy in China has stimulated the growth of Chinese Civil and Commercial disputes, and also, has promoted reforms in the judiciary system of China. To promote coordinated economic and social development in urban and rural areas, the Fifth Plenary Conference of Sixteenth Central Committee of the CPC made a big decision, which is to speed up building a new socialist countryside. Whether the Civil and Commercial disputes in rural areas can be well solved exerts a great influence, not only on the sound and rapid development of Chinese rural community, but also on building a rural Well-off Society in an all-round way and a harmonious new socialist countryside.This thesis aims at clarifying the changing process of civilian non-litigation mechanism program in Yaoshan area of Jinxiu County and analyzing the prospects for construction of non-litigation dispute settlement mechanism in new socialist countryside.
