In recent years, administrative culture is studied more in the context of the great social transition, with mainstream social and cultural values blurred. The core of traditional administrative culture, such as the conceptions of bureaucracy and the Golden Mean, prevails, whereas the philosophies that are in line with the development of modern society, such as those of "public service" and "ruling by law", do not. All these constitute a great obstacle to the political and economic development. In addition, influenced by the western administrative thoughts these years, our administrative culture has an urgent need to be clarified theoretically, the importance of which also needs to be fully understood by governments and management personnels.Through the systematic analysis of the contents, motives, and principles of contemporary Chinese administrative culture modernization, this dissertation made an an in-depth study into the characteristics of administrative culture modernization, as well as its contradictory relationship with social development. It also pointed out that the contemporary Chinese administrative culture is fundamentally a reflection of the reality of social development, tradition coexisting with modernity. There exist values that reflect the modern public management spirit, but meanwhile such values are greatly influenced by traditional culture which becomes a universal obstacle of development in administrative reform and activities. It can be said that the detailed description of its concept and the research into its concrete contradictions with social development can help us come up with countermeasures accordingly. On the basis of full reasoning and analysis, this paper put forward a series of approaches to realizing the modernization of administrative culture, including both emergency response measures against prominent problems and the institutionally-established, fundamental long-term targets, which can be said to be highly effective. The basic points of view this article established are as followings. Firstly, social development is an inexhaustible propelling force for administrative culture innovation; social reforms include changes not only of the administrative system itself, but also of society, economy, politics, culture and so forth. Secondly, the coexistence of multiple entities is the characteristics of administrative culture, including both conservative and progressive elements, traditional constraints and modern spirits, and national treasure and foreign dross. Thirdly, the ultimate goal of administrative culture modernization is to set up a public-service oriented government. Modern spirit must be injected into administrative culture, and we must establish the awareness of "the supremacy of the public interests", of "administration according to law", of "efficiency and honesty" and of "faithfulness to duties". Fourthly, resolving existing problems by looking into both the root and surface in a multi-pronged manner is the scientific approach to realizing the modernization of administrative culture.Finally, in combination with the specific conditions of actual work, this paper discussed the impact of administrative culture modernization on the military command system construction. The cultural changes of military administration are the guarantee of achieving the military command structure adjustment and of the effectiveness of administrative activities. And establishing the core values of military administrative culture has become an urgent task both theoretically and practically to ensure the effective realization of military administrative responsibility.
