With the progress of science and technology and the passage of time, E-government nowadays has been the focus of government construction in the west.Just as O'Neil, one famous expert on E-government study, once made the brilliant exposition of the advantages of E-government, the development of E-government not only enhances the accessibility of government, promotes the satisfaction of customers, but also improves transaction procedures so as to increase efficiency and productivity by integrating businesses. So we can not simply interpret E-government as the electrification of current businesses of the government or the transformation from counter service to web service. What this concept really means is to make full use of modern information technology in order to meet public demands and utilize information resources.So, in order to fully study the experience and draw lessons from failure of E-government in western countries, the thesis adopts methods of comparative analysis, data analysis as well as case study to make a detailed practice description of E-government in western countries. Then, discuss it by path analysis so as to grasp in the macro way and trace in the micro way of the development of E-government in western countries. This dissertation is divided into four parts as follows.The first part defines the object of study, and summarizes the theory and practice in E-government in western countries based on the recently researches at home and abroad.The second part mainly discusses on the development of E-government in western countries from the horizontal perspective and then systematically extracts the characteristics, which are verified by related cases in this thesis, of the organizational and functional development of E-government in the west.Part three of this thesis discusses on the development of E-government in western countries from the vertical perspective. If we say the second part is the discussion of the form of E-government, then the third part is the introduction of the content of E-government. This part compares and studies the different meanings and different forms of E-government business model in the west with the finding that different countries usually choose different suitable ways in accordance with their conditions in the G2X model.Based on the above three parts, the last part talks about how to solve the difficulties encountered in developing E-government in western countries; compares the traditional governments with the governments at this stage and the initial stage of E-government and the E-government at this stage, in order to show the process and significance of E-government in the west.
