Study On Benchmarking Mechanism In Police Administration Management

The Department of Public Security of China takes responsibility to maintain the stable political environment and the social safety. The department is especially military equipped and in charge of both Security Administration and Criminal Justice sectors. As the basic unit of the Public Security Administration system, management performance in fundamental Public Security Office influences the overall functionality of the entire department and also impacts on the safety of the country and the social economy development in long-term. Therefore, it is necessary to improve the management performance in order to recognise the current status of the organization and critically evaluate the performance to build up officials'motivation and self-development. The level and quality of public security administration management has become an important indicator used to evaluate the images and efficiency of the Party and the government. How to improve the quality of public security and ensure legitimacy and science nature of the public security through system and mechanism reform has been a hot topic for the society, especially for public security sector at different levels. The Traffic Police detachment of Hangzhou Public Safety Bureau has recently been introduced the Community Communication Service Station, this new act relieves the"Two Burdens"of the road traffic. For instance, at D District in Hangzhou City the Traffic Police Detachment and Vehicle Control Office actually"moved"into the community to provide direct services for residents live in the community, such as vehicle control operation and traffic admission permission.Benchmarking Mechanism is first introduced in 1980s. It is a set of systematic research studies that investigate, analysis, process and implement the best practice in the managerial operation activities. Benchmarking Mechanism is one of the most popular techniques and tools in the market competition research. It is also known as the three major managerial methods, together with the Enterprise Reform and the Strategy. Furthermore, the Benchmarking Mechanism is a managerial method mainly focuses on the actual practice and progress of organizational management. By applying these methods, organizations should be able to recognize its current status from different aspects and adopt the successful experiences from others in order to improve overall performance. The method has been widely used globally since it always introduces the most efficient and practical managerial skills. After learning the concepts of Benchmarking Management in depth, the Public Safety Department could apply the techniques into services by co-operating the method with own specialties and replace the original highly standardized procedures, which would bring the innovation to the Public Safety Department performance evaluation mechanism. Referring the current situation and performance as an illustration from Xianshui community Communication Service Station, the level and quality of Public Safety Administration Management and Service have been improved due to the application of Benchmarking Mechanism. This research study explores the case of communication service station based on the benchmarking mechanism theory. It introduces the general situation and procedures of the communication service station of Hangzhou D Community, and then implements the application of benchmarking mechanism used in public security administration organization. To conclude, the study suggests set of specific requirements of public security administration organization in benchmarking mechanism application, and illustrates the rational public security performance measurement model.
