The iron and steel smelting industry plays a very important role in China's economic development, for it not only brings with very high economic benefits, but also leads its upstream and downstream industries to the common development. Iron and steel smelting industry is the pillar of China's industry, and our country is in the period of building well-off society and accelerating the process of industrialization. Therefore, it has become particularly important to take a new road of industrialization and promote environment-friendly form of iron and steel smelting industry to achieve sustainable development of society.In the rapid economic development situation, China also faces serious problems such as decline in the quality of the environment, lack of resources and energy. The iron and steel smelting industry, as an important consumer of resource and energy, causes environmental problems increasingly prominently by its extensive mode of production while becoming a powerful driving force of economic growth. The iron and steel smelting industry as a typical high-consumption, high-pollution, high-emission industry, is resulting in increasing pressure of environmental protection, resource utilization and energy supply. The iron and steel smelting industry is playing a vital role in the process of achieving sustainable development. Therefore, the study of iron and steel smelting industry's impact on the environment and proposing a solution on the legal aspects has practical significance.The environmental problems of our country's iron and steel smelting industry consist of air pollution, water pollution, solid waste pollution, and the consumption of resources and energy. The main reason of these problems is that the structure of iron and steel smelting industry is unreasonable, so these problems can be called as structural environmental problems. Meanwhile, the legislation to solve these problems is still not perfect, and there are lots of defects in the existing legislation, laws and policies. Therefore, it is very necessary to propose the suggestions on the environmental legislation of our country's iron and steel smelting industry after analyzing the advanced legislation experiences on the iron and steel smelting industry of foreign countries.After research, it is concluded ultimately that two aspects of legislation have to be improved to solve the environmental problems of our iron and steel smelting industry. Firstly, to amend Cleaner Production Promotion Law by adding the item that eco-industrial parks have to be built in iron and steel smelting industry, and the ecological parks construction regulations of iron and steel smelting industry has to be promulgated by the State Council to protect the actual implementation of this provision. Secondly, to establish the administration rules on the basis of Steel Industry Development Policy, and use the legal means to promote the iron and steel smelting industry reconstruction, so we can achieve a fundamental solution of the iron and steel smelting industry's environmental issues.
