Because of the particularity of the Internet,it also makes the Internet lack of the natural barriers,which can defend the security of Internet effectively according to seizing the key link of the information sending and receiving.It is of great significance how to regulate Internet Service Providers in the dissemination of information.China's computer networks has just started,and Internet Service Provider plays an important role,according to promoting the development of network based on network,Internet Service Provider will act as "filters" and "guard" role on the net.Firstly,this article mainly talks about the existent law problems of Internet Service Provider,and summarizes the dim adjusting scope,unjust competition by way of Internet Service Provider in the link process and information dissemination,and through the analysis of the status,there exist some problems in ISP supervision:(a) The corresponding legal content is not adaptable;(b) System of Internet.Service Provider supervision is insufficient.All these reasons make the supervision level of Internet Service Provider not adaptable to its development.Secondly,this article utilizes the comparison analysis and the legal economic analysis,describes the substance of Internet Service Provider supervision of America,European Union,Asia and some other regions of the world,and deduces something form these methods.Finally,the article points out that the idea of Chinese Internet Service Provider supervision should be the combination of government law-making and industry self-guiding.Countermeasures should be put forward to implement Chinese Internet Service Provider,through strengthening industry self-guiding,carrying out self-management,implementing supervision function of Internet Service Provider.
