Study On The Multi-body Participation In Public Crisis Management In China

From the SARS in 2003,Wenchuan earthquake in 2008 to the influenza A(H1N1) in 2009,more and more public crisis is taking place which cannot be avoided by people. Public crisis is increasingly frequent,multiple and complex,so it is becoming an important question in our country to how to construct a better governance system of public crisis.The author tries to research public crisis management from a perspective of multi-body participation.Now,we are in a "risk society" in which the causes of public crisis are increasingly complex,and forms and types of crisis are also multiple.The governance mechanism that take government or country as the only power center maybe fail.In the modern, because of some factors,such as the process of globalization,changes of state-society relationship,the burgeoning information technology and rapid development of civil society,there seems to be a growing awareness that the for-profit organization,NGO, the public and the media,in addition to the government,have a status and a role in public crisis management.Crisis management should not only is the government's responsibility,it needs the whole society to face together.The multi-participation in the crisis of governance is of great significance.This article attempts to seek the ways of multi-body co-management through the research and analysis.The paper first summary the theoretical research,development trends about public crisis and multi-body participation at home and abroad.Second,the paper tells us the definition of basic conceptions,such as public crisis,public crisis management,multi-body participation and so on,and introduces the behavior of multi-body in crisis management,at the same time,the paper uses civil society theory, the governance theory,polycentric theory,social capital theory and synergy to provide the theory basis for multi-body participation.Third,according to the performance of multi-body in Wenchuan earthquake,the paper makes a reflection to the relationship and the main problems among multi-bodies,and analyzes the causes.At last,based on the previous analysis,the paper points out the path that forms a sound mechanism of multi-body participation.We must improve the legal environment and organizational structure of multi-body participation,establish the resources-support and information mechanisms,enhance their ability of crisis governance,and foster the social capital of multi-body co-management.
