The United States has a long history of ideas about the development of missile defense.In June 1947,the U.S.military proposed the concept of the Anti-Ballistic Missile against Nazi V-2 missile.In the early 1950s,U.S.started a theoretical demonstration of the feasibility of the development of anti-ballistic missile system and a series of tests. Three major arguments on the missile defense issue had emerged in the United States. The first time raised in 1960s.Due to technical barriers and strategy adjustments,the United States withdraw the "guard" system,and eventually signed the "Anti-Ballistic Missile Treaty" with the Soviet Union to limit strategic missile defense system development.The second time is in 1980s,the Reagan administration putted forward a well-known "Star Wars" program,but the plan was always at a research stage.The plan was not implemented by the end of the Cold War.The third began in the 1990s,the Clinton administration push forward the development of missile defense steadily, especially the theater missile defense system in East Asia despite the opposition at home and abroad.In December 17,2002,U.S.President George W.Bush formally announced the first deployment of ballistic missile defense system.After many tests and completed the initial deployment overseas,the United States Department of Defense alleged that the anti-missile defense system is fully equipped with combat capability and considerable reliability.There are widespread oppositions in the international community since the introduction of ballistic missile defense program.The United States Government attaches great importance to building a missile defense system.It is not only regarded as a military defense weapon,but also an important means to seek and maintain global hegemony. China is firmly against the U.S.missile defense program,because it is a direct threat to China's national security.In particular,the NMD would undermine China's nuclear retaliatory capability,change the current "non-balance of nuclear deterrence" relationship between the China and the United States,and destroy the strategic stability between two nations.The development of TMD in the Asia-Pacific region and the "anti-ballistic missile alliance" will speed up the proliferation of related technology,deteriorate China's peripheral security environment,and cause increased complexity to China's reunification. It is clear that the missile defense program has brought new challenges to China's national security,foreign policy and development strategy.How to eliminate the negative impact on China,and avoid a vicious circle of the security dilemma between China and the United States is a problem must be solve while China marching on the road of peaceful development,Missile defense system is a part of the U.S."hegemonic peace" strategy.It is large-scale,technologically advanced,but not perfect.According to the current international situation and national strength,China has the ability to take effective counter-measures to protect the national security and interests.The reliable means of penetration and countermeasures are need for diplomatic negotiations,given the different consequences of NMD and TMD.The huge gap between China and the United States in conventional arms,especially the navy and air force,is an important reason that the missile defense program causes so much pressure to China's national security.China is in the world in which nations have to seek peace with strength.Military has always been the ultimate protection to the independence of China which is preparing to the "harmonious world".
