Marx and Engels stated in the "Communist Manifesto" that there is a substitute for that class and class antagonism between the old bourgeois society, it will be a Commonwealth, where the free development of each person is the conditions of the free development of all people. In other words, the future communist society is the social form based on the basic principles of each individual's full and free development. In the Seventeenth National Congress of the Communist Party of China Comrade Hu Jintao pointed out clearly that the Scientific Outlook on Development takes development as its essence, putting people first as its core, comprehensive, balanced and sustainable development as its basic requirement, and overall consideration as its fundamental approach. At the same time he stressed that we must always put people first.
