The Research On Communist Party Of China's Administration By Law Under The Conditions Of Ruling By Law

Legal administration of Communist Party of China is the further improvement and development of the basic principle of ruling the country by law and the embodiment of the basic program of managing state affairs according to law in administration,which is a great change of reforming and improving the Party's style of leadership and governance and also a significant innovation of constructive theory of ruling Party,points out new direction in Party construction.Legal administration of Communist Party of China will have a significant and far-reaching impact in consolidating the ruling position,promoting socialist political civilization,developing of the socialist market economy,implementing the scientific development concept and building a harmonious socialist society.It possesses a strong and practical significance.This paper is divided into four parts:The first part discusses the proposing legal administration under the conditions of ruling by law.The connotations and characteristics of rule of law and administrating by law will be focused in this part.The second part demonstrates in detail the significance of administrating by law from the perspective of the historical experience and reality.Administrating by law is the scientific summary of the socialist construction,the needs of the ruling safety of China's Communist Party,an inevitable choice for the development in history and the need of the times.This part will from the four aspects expound,as the politics, economy,ideology and culture and social construction.The third part describes the main problems and analysis of rule of law.The last part elaborates on the realization of administration by law.The first is that strengthening the concept of the rule of law and correctly handling the relationship between policies and laws;second is that reforming and improving the Party's style of leadership and governance;and third is the Party should be in the national political organization,put forward legislative proposal in accordance with statutory procedures,reform the Party's leadership system and straighten out the Party's relations with state organs;finally,the consciousness of the rule of law should be reinforced and supervision should be strengthened.
