The Research On The Construction Of Cadre Nominating Evaluation System

In order to adapt the requirement of socialist political system reforming, and selecting the best candidate and employing the right person, the Regulation of Selecting and Appointing Party Cadres came out in July 2002 based on of the Program of Deep Reform of Cadre's Employment System delivered by the center of the Communist Party of China. It provides a guarantee systematically to selecting and appointing the best candidate. In recent years, the Chinese ministry of Organization has enacted a series of systems and measurement one after another; however, there have been no complete and opera table system so far, so this thesis does the elementary exploration and research in these aspects.The construction of cadre nominating evaluation system can restrict the comrades who engage in the cadre nominating work, and it is in favor of solving the problems of the selecting and appointing cadres currently and guarantees the fulfillment of the Regulation of Leader Appointing, and eliminates the injustice phenomenon and improve the working standard of selecting and appointing cadres. A complete and systematic study of selecting and appointing leaders and constructing leader nominating evaluation system can provide a systematic guarantee and work criterion for the comrades who engage in the cadre nominating work.On how to construct cadre nominating evaluation system, this thesis illustrates it from six perspectives, including the subject and object of clear evaluation, the content of evaluation, the establishment of evaluation standards, the reasonable ways and means, the efficient management to ensure the evaluation result. The clear evaluation of subject and object is the presupposition, which concerns about who do the evaluation and whom to be evaluated. The content of evaluation is the core and key in the leader nominating evaluation work, which includes the evaluation of every procedure of leader nominating and work quality. The standard of establishing the evaluation is mainly based on the Regulation of Cadre Nominating and it makes concrete and normative rules during the whole process. The one hundred point's method is adapted to evaluate and quantity the inspection.In a word, this thesis starts from exploring the work of constructing cadre nominating evaluation system, adopts the analysis method of Marxism, establishes the basic principle and thought of how to build a evaluation system all-roundelay and forms an operational evaluation system of nominating leaders. It can be a reference to go deep into similar problems for readers and the author hopes that this thesis can contribute to further specify and fulfill the work of nominating leaders.
