The Research In The Development Of The Non-governmental Organizations Under The Government Ruling System

Since 1980s , international community revolution has silently risen and non-governmental organizations emerge in large numbers throughout the world. As a supplement of the offering the public products by the government it breaks the monopolization of the government and becomes a external force to supervise the government because of its traits of high efficiency and agility. Secondly, Non-Governmental Organizations makes up for the market function with its non-profits and nice social image .It is not only a significant organization innovation but also an important system reform which, with its distinctive character and unique advantage, can actively take steps to solve certain social economic problems that beyond the control of market or government. It also plays an important role in protecting the vulnerable group and promoting social equality.As non-governmental organizations have successfully launched into Chinese society and become an important part of our life, their developing in a healthy, ordered way is essential so that they can better serve the public, promote functional transformation of the government and enhance social harmony. The existence and development of non-governmental organizations lies on various conditions, among which the government ruling system is the most decisive; we can say that the government ruling system decides the territory, the developing way and the prospects of the non-governmental organizations. This paper tries to make research on the development of the non-governmental organizations from this point of view. The author, under the guidance of Marxism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of Three Represents and scientific outlook on development, amplifies the need for the Government set out to promote the development of non-governmental organizations, the Government and non-governmental organizations' cooperative relations, and analysis of our main problems of the current government and the cause of the problem of the existence, The author also brings forward some new opinions regarding the problems, trying to find the right developing mode of the Chinese non-governmental organizations.
