"Leniency and Severity Combined Criminal Policy", inheriting and developing "Loose and Tight Combination Policy" and "Strike Hard Policy", initiative and implementation of which reflects objective requirements of building harmonious socialist society and marks return of criminal policy in China. The policy, believed to be the essential criminal policy under guideline of comprehensive treatment of social security, has a great variety of meanings. The implementation of the policy is subject to fit in circumstances of economic and social development now and near future. Any legislation or judicial enforcement not in accordance with requirement of this policy, need to be revised and improved in a planned way. Now that it seems to be less possible to revise criminal laws fundamentally in a recent time, we should place stress of the implementation in the field of criminal justice.
